Which of the following most accurately describes the problem?

'THE MIC has refused to allow Glasgow I Corporation to pay the city's 5,000 bus drivers and conductors overtime of tune-andhalf for Saturday afternoon work. The council has ruled that the rate must remain at lime-and-quarter.

The council has agreed, however, to give the Corporation authority to increase the local timekeeping bonus from 16s, to £1 a week. This, it is estimated, will add £40,000 a year to the transport department's wages bill.

Mr. Alex Grant, district secretary of the municipal transport section of the TGWU, said that he is to ask for a meeting with the Corporation establishments committee to discuss Saturday afternoon overtime payments.

"The decision of the MIC is a real rebuff ", he said. "We hold that local circumstances justify the payment of time-andhalf and we would expect the support of the Corporation in our claims. After all, they recommended the extra overtime."
