Which of the following most accurately describes the problem?

VORIE CITY COUNCIL has refused, by 26 votes to 25, to back an application by York/West Yorkshire to raise the city's bus fares. The undertaking is operated by a joint conunittee of representatives from the Council and the West Yorkshire Road Car Co. Ltd., the latter operating the actual services.

The city transport committee had recommended the fares increase. Despite the rebuff, the West Yorkshire company

is to go ahead with its application.

Under the plan, a proportion of the fares up to is. and all fares over Is. would be increased by Id. Fare stages would also be adjusted.

The Lord Mayor, who is also chairman of the transport committee, said that he introduced the minutes with regret. The Council had been warned that if the company did not get extra income the loss would have to be subsidized out of the rates.
