There was no reason to believe that the regulations were not known, replied Mr. Stephen Swingler, Parliamentary Secretary to the Ministry of Transport.
There had been a growing number of enforcement actions, and the Department wanted to increase the number, he added.
When Mr. Geoffrey Rhodes (Labour, Newcastle East) suggested more stringent penalties, Mr. Swingler said that powers existed to fine up to £50 and neither he nor the Minister had control over the penalties involved. But they were very anxious that the regulations should be strictly enforced.
