Which of the following most accurately describes the problem?

XPERIMENTAL restrictions on waiting in 81 stretches of street in inner London were introduced on Monday. In all cases except one they apply from 11.30 a.m. until 6.30 p.m. from Monday to Friday. The exception is Rupert Street, Westminster, where restrictions are imposed for 24 hours a day, seven days a week.

No waiting (except by goods vehicles for loading and unloading for a period not exceeding 30 minutes) is allowed in 23 lengths of street in Westminster, seven in Marylebone and five in Paddington. Unilateral waiting has been introduced in another 23 areas in West minster, 18 in Marylebone, three in St. Pancras, one in Paddington and one in Chelsea. Loading and unloading on the prohibited side of the street are banned in 12 cases in Westminster, seven in Marylebone and one in Chelsea.

The complete prohibition on waiting by any vehicle at five important traffic intersections in London has not yet been introduced, because the signs have not been delivered.

INDIA NEEDS 32,00 VEHICLES A YEAR "THERE are 123,000 commercial vehicles in India, where 32,000 commercial vehicles a year are stated to be needed for replacement and economic development.

The number of operators is approximately 48,000, of whom more than 46,000 are owners of five vehicles or fewer. To achieve efficiency, private operators are being encouraged to merge and form large companies.

State-owned services are run in 20 out of 28 States, and Government investments total Rs.198.5m. A further investment of Rs.89.7m. by State Governments is envisaged under the India Five-year Plan. This allotment Will be used to buy some 2,000 vehicles and establish maintenance workshops.
