Which of the following most accurately describes the problem?

• Cut-price diesel will soon be on offer to British hauliers, claims a new Belgianbased company which plans to bulk-buy fuel in Belgium and sell it in Britain.

Co-founder of The Fuel Club, Jim Wallace, is refusing to reveal how much hauliers will save on their fuel bills but says all will become clear when the company starts trading in October.

The Fuel Club is still 'considering its options" but it is likely that hauliers will be invited to become members of The Fuel Club to benefit from the discounted fuel. ether club services might include credit on fuel and deals on insurance packages. It already has a storage tank set up in Zeebrugge and is looking to open up to three sites in the UK.

The scheme has been met with caution by some hauliers who are concerned that it is too good to be true and want reassurance that the fuel is legitimate.

But Wallace says it is "entirely legal" and that duty will be paid on the fuel going to the UK.

He explains: "It's all about knowing how much fuel you need in advance so that you can forward buy." As a club, he says, it will be possible to forecast how much fuel members will need and the company can buy large volumes direct and at a low price.

The Road Haulage Association is evaluating the proposal before advising its members. However, the Freight Transport Association is "steering clear" as it doesn't believe that such schemes can work.
