Which of the following most accurately describes the problem?

• I be chairman of a local residents association has been admonished by South Wales Licensing Authority John Mervyn Pugh, after describing the LA's decision to renew a haulier's licence as "a total farce".

Harold Jones, of Maes-yCymmer, Mid-Glamorgan, had applied for the renewal of his licence, authorising the operation of three vehicles and trailers from premises on the Gellideg Industrial Estate. Representations against the application were received from members of the Gellideg Residents Association.

Jones told the LA that he had operated from the premises for over 25 years. Donald Silcox, chairman of the Residents Association, who lives opposite the estate, maintained

that residents had experienced an increasing dew ee of inconvenience over the past two years because of Jones parking, manoeuvring and maintaining his vehicles at weekends and bank holidays. He contended that space was limited in the yard and that Jones was forced to reverse his vehicles into the street.

Evidence was given by Jones's landlord that he was prepared to make alterations to the entrance of the yard to enable vehicles to be driven in and out in a forward direction.

Jones undertook not to park more than two vehicles at the operating centre at any one time, not to park in the lane leading to it, and to ensure that vehicles would only drive in and out in a forward direction. He also agreed to accept time restrictions on the movement of vehicles.
