However, clauses have been added to the Bill which will allow operators to withdraw or vary their registrations during the transitional period.

But Lord Belstead said that there would only be a limited degree of flexibility in special circumstances, particularly where there had been a change of circumstances which the operator could not have reasonably foreseen or where demand would would still be met by his own or another service.

Lord Belstead said that would allow for withdrawal where a number of operators registered duplicating services. In virtually every case, variations would be subject to the approval of the local authority.

The authorities would also be able to negotiate changes with operators to produce a better pattern of services where it would not adversely affect other registered commercial services.

The Traffic Commissioner will also have some flexibility in cases of' local difficulty to allow services to operate without road service licences before D-day to ensure there is enough transport to take pupils to school in the school year beginning in September next year.

• The Bill completed its committee stage before the Lords rose for the summer recess and there is expected to be a considerable fight when they return in October to the report stage.
