AExemption from the need for a driver of a heavy goods vehicle to hold an hgv driving licence for a vehicle exempt from Excise duty by virtue of Section 6(6) of the Vehicles (Excise) Act 1971 is contained in regulation 28(j) of the Heavy Goods Vehicles (Drivers' Licences) Regulations 1969.
Therefore, if a vehicle is exempt from duty because it is used only on public roads to pass from land in the occupation of the owner of the vehicle to other land in his occupation and for distances not exceeding six miles, in aggregate, in any calendar week, the driver does not need an hgv driving licence.
