Which of the following most accurately describes the problem?

• The manufacture, under licence to an American company, of four sizes of Colectomatic waste-collection truck body is expected to be in full swing in Dunfermline, Scotland, within a few months.

Evolved by the Heil Co, of Milwaukee, Wisconsin, for industrial and domestic service, the Colectomatic system is said to provide an unusually high compaction ratio by virtue of "Duo Press" packing action, to be adaptable to special cycle requirements and to operate with the minimum of maintenance. Production will be started by Hillend Environmental Industry Ltd at the end of 1973 at a site on the opposite side of the Firth of Forth to Edinburgh.

The site was chosen because there is a ready supply of labour in the area and it affords easy access to European markets. And grants from the Government for construction, equipment and training are available.

It is anticipated that Hillend's initial production capacity will be 400 units annually. Optional features include three types of bin-lifting mechanisms, nightoperating lights, container wash-out systems and dual controls. A Colectomatic body mounted on Seddon chassis will be marketed in the UK by Jack Allen (Motor Bodies) Ltd of Birmingham, Heil's largest.European distributor, under the name of Seddon-Allen Municipals.
