Which of the following most accurately describes the problem?

SUFFOLK pop music transport company has been granted an tension of four additional vehicles and trailers to its standard :emotional licence, in spite of a complaint from a vehicle examiner at he had never been able to inspect the company's vehicles Vehicle examiner James Ines told Eastern Deputy ;ensing Authority Charles Ar Id that he had visited ansam Trucking's premises at Halesworth in January and was told that the 10 vehicles and eight trailers were maintained by various commercial garages. There were no inspection facili ties at the company's own premises.

Various appointments were made for him to inspect the vehicles but they were all subsequently cancelled by the company and he had not yet seen the vehicles.

The company's managing director, Anthony Goterree, said the vehicles operated throughout Europe and carried delicate equipment for pop groups. The vehicles often remained with the group on tour and could be away from base for many weeks at a time.

He claimed that the vehicles were maintained to a high standard as they could not afford to be late for a concert. He said that the additional vehicles were needed to meet seasonal peaks.

Taking no action against the licence, and granting the variation, Mr Arnold-Baker said it was a good operation but it made for problems in making vehicles available for the vehicle examiners to see.
