Which of the following most accurately describes the problem?

WEST YORKSHIRE PTE strategic planning manager Dr Michael Harrison has been appointed to represent Britain on an international research team evaluating modern trolleybus development.

Representatives from West Germany, France, Denmark, Finland, Belgium, Italy and Switzerland will join Dr Harrison in evaluating duo-mode trolleybus technology.

Once the technical evaluation is complete, an economic evaluation is to take place on an existing diesel bus route in Liege. About 20 articulated dualmode trolleybuses are expected to be evaluated on the 9.5 mile urban route.

The Department of Transport is to contribute towards the cost of Dr Harrison's representation.
