Which of the following most accurately describes the problem?

• A compromise proposal on drivers' hours in international road transport was made last week at Geneva, at a meeting of the Council of the six Common Market countries with representatives of nonmember European states. The eight hours' daily driving time for international road transport due for implementation in Europe from October 1 1970 is not now to be enforced.

The non-member European countries had previously agreed to reduce driving hours on international journeys from nine to eight on January 1 1974. Under the latest proposals of the Community for all vehicles, and not just those of non-member states, driving hours will be a maximum of nine when the itinerary is not limited to Community territory. Within Community territory all European carriers will continue to be subject to the eight hours' driving maximum.

There will be no change in the.weekly and fortnightly maximum driving time in the Community; this remains at 48 and 92 hours respectively. The distance over which a two-man team or replacement of the driver is compulsory is still fixed at 450Km.
