Which of the following most accurately describes the problem?

THREE Ferguson tractors have I replaced 13 horses at the Crown Paten Fuel Works of the National Coal Board at Cardiff docks. Since the works were established in 1889, horses had been used to draw small trolleys full of fuel blocks from the place of. manufacture to the point of shipment. After seeing an illustration of a tractor in a journal, the works manager asked for a demonstration of a Ferguson, and decided that a tractor could increase efficiency appreciably. Three Fergusons were purchased and orders for one or two more may be . placed shortly, Everything at the works is designed to deal with trolley loads of fuel in sixes, but whereas the horses could pull only three loaded trolleys at a time, the Fergusons can haul up to nine loaded trucks and strings of up to 36 empty. Each trolley weighs 3 cwt, and carries a load of up to 30 cwt. When there was a temporary breakdown of some loading mechanism, the tractors were used for towing fuel blocks on an elevated gantry to the ships. Apart from their adaptability, the tractors keep the premises cleaner and reduce damage to loads. When horses started to pull a string of trolleys, they gave occasional tugs at the traces before getting under way, invariably spilling blocks over the trolleys and littering the yards with debris. The tractor's easy acceleration has overcome this difficulty. The horses also dug holes in the yard.
