Which of the following most accurately describes the problem?

conflicting effects of the Road Traffic Act

AS representatives of the coaching industry who are in close touch with many independent operators, leading officials of a number of associations throughout the country have been asked to submit their views on the effects of legislation during the past three

years and the outlook for the future. .

On at least one point our correspondents are unanimous, namely, the severe effects of excessive .control upon the coach and bus. industry. In some quarters, it is maintained that only the removal of certain of the present restrictions will save the industry from further decline.

On the other hand, we have the views expressed that the Road Traffic Act is the small inan's charter and has stabilized the operator's position, particularly in respect of stage-carriage services. One official foresees the possibility of the aeroplane becoming an established unit for the long-distance transport of passengers and urges coach operators closely to study The Commercial Motor Air Transport Supplements. In some cases attention is drawn to the lack of support given by operators to the associations and to the apparent bias which certain chairmen of Traffic Commissioners exhibit towards combine companies. That operators feel deeply the apathy generally displayed by manufacturers towards their, plight, despite the fact that the makers are vitally concerned, is shown by the president of a prominent northern association. • We commend these notes, as expressing the views of a large section of independent proprietors, to the Ministry of Transport and the Traffic Commissioners for their consideration in framing future policy concerning the organization of the important national industry of road passenger transport:.
