Which of the following most accurately describes the problem?

TRAFFIC congestion in Finchley

Road and central London largely nullified the advantage gained by motorway running on London Transport's first Green Line service to use the M1 motorway throughout the year. By routeing a new hourly weekday service from Tring to Victoria (service No. 727) via the motorway and Watford by-pass between Hemel Hempstead and Apex Corner, L.T.B. hoped to save 14 nnin, on the journey.

I travelled on the 08.55 coach from Tring on Wednesday, the first day of operation, and enjoyed a comfortable journey as far as Apex Corner, when the trouble began. Serious delays in Finchley Road (partly the aftermath of a crash at Brent) further delayed the coach, which finally arrived at Victoria at 10.54 instead of 10.26. Widening of Finchley Road is, however, in progress and this, together with the extension of the MI southwards to Apex Corner, should lead to further savings in time.

The maximum passenger load of 20 (between the outskirts of Hemel Hempstead and Apex Corner) was encouraging for the first day of a new service, especially as this was outside the rush-hour. F. K. MOSES.
