Which of the following most accurately describes the problem?

CHANGES in tariff duties imposed on goods imported into the Common Market came into effect on Sunday. There were two changes. The first was a reduction of 10 per cent. on duties between the six member-countries; it was the first time such reductions have been brought into effect.

The second change involved adjusting the tariffs against non-member countries such as the United Kingdom. The overall effect was to increase appreciably the difference between duties charged by member-countries on goods betweeen themselves and the duties charged on goods from outside the Common Market.
