ASEVERE warning was given to two applicants by Mr. J.. H. Stirk, acting North-Western Licensing Authority in Liverpool, regarding the illegal running of vehicles. In the first case, a Liverpool B-licence holder applied for a renewal of his licence, with an extension of conditions to include general goods within 20 miles of

his base. Applicant said his present licence permitted him to carry furniture only within five miles of the base and he now wished to carry for a haulage firm. He desired the extension because once a week this firm had loads to be taken to Southport; and at present he could not 'go beyond five miles. Applicant, in reply to questions, said he -had carried for the firm since November.

of B-licence holders, ask to see their licences in order to make sure that they were entitled to carry for them. When witness said he did not, Mr. Stirk queried Whether he simply took what a B-licence holder told him on trust, and added: "You have been aiding and abetting this man to run illegally since November last."

Turning to Mr. E. A. Whitehead, who represented applicant, Mr. Stirk remarked: "I am afraid you may have a grave charge to face for your client." To applicant he said: "The penalty for a first offence of this character is £20, and for a second £50, or three months' imprisonment. The, modification is definitely refused and particulars will be handed to the prosecution department, with a view to proceedings being taken."

In another case an applicant applied for an A licence for an extra 21-ton vehicle and said that he was taking over the business of another haulier. The second haulier, giving evidence of the projected sale, said he bad been ill for a considerable time and, since January, the applicant had run the vehicle for him.

Replying to Mr, Stirk, witness said he had not received any money from his business since the applicant commenced running his vehicle, but they intended having a final "settling up" if applicant obtained this licence and purchased the business. He agreed that the licence was in his name.

The Authority pointed out that a licence was not transferable. "This vehicle has been illegally operated since January and it must cease running immediately, otherwise I must order the prosecutions department to obtain evidence with a view to proceedings."

Applicant gave an undertaking that the vehicle would be taken off the road at once, and the hearing was adjourned.

HOPEFUL NEWS OF SEVERN BRIDGE SCHEME . It is understood that recent developments in connection with the proposed Severn Bridge give greater hope of its

being made a practical scheme. A number of authorities which at one time was not agreeable to help financially is now willing to assist.

Monmouth County Council is to convene an early conference of interested authorities and private interests, and it is stated that a pronouncement will then bemade by the Ministry of Transport on behalf of the Government.

remove the obstacles which commonly arise when an unknown commercial-vehicle driver desires to avail himself of the facilities offered by a public garage, a new organization, known as the Breakdown Service Association, has been founded. Membership is confined to operators of commercial motors of all types and in all classes, and to garage owners, motor engineers and traders, and tyre factors. The latter are now being appointed in all parts of England, Scotland and Wales, provided their qualifications are satisfactory, and the former are being enrolled subject to the promoters' satisfying themselves that they are reputable members of the in

dustry and financially sound.

For both classes of member the entry fee is 5s. and the annual subscription 10s. 6d. Any number of drivers employed by an operator member may take advantage of the privileges of membership. These may be outlined as follow:—If an operator member's driver requires assistance on the road— fuel, lubricant, a tyre, a spare or a repair—and has not the wherewithal to pay for the service obtained, on pro

ducing proof of his employer's membership—the Association's card or badge —the trader-member will give the service on credit.

We note that a clams* in the agreement provides for unconditional termination of membership by the Association. Thus, failure to meet accounts received for service rendered by trader members might result in some stigma being cast upon the defaulting operator member.

The headquarters of the Breakdown Service Association are Service House, Waller Street, Luton, Beds, and the directors are as follow :—Messrs. C. Aitchison, chairman, F. G. Aitchison, managing director, and S. F. Stapleton—all of whom are also directors of Tyre Services (Herts and Beds), Ltd., Letchworth, Luton and Watford— A. H. B. In there is and our opinion need for such an organization, which does not appear to encroach upon the preserves of any other open to all mem bers of our industry. We foresee, however, a difficulty in segregating the wheat from the tares, and the whole scheme appears largely to depend upon the investigations made into the integrity of applicants for each class. The scheme would seem to possess attractive possibilities for the commercial-vehicle operator.
