Which of the following most accurately describes the problem?

limit on i. motorways in hazardous conditions (and the 70 m.p.h. limit on all otherwise unrestricted roads, including motorways) came into force at noon on Wednesday. The experimental 70 m.p.h. limit ends at midnight on April 13 next year but the 30 m.p.h. limit and warning-light signal system will continue until further notice.

This was announced last week by the Minister of Transport when he visited M4 motorway, near London Airport, to see a demonstration of the warning lights. About 1,000 of these are now installed or are being installed at all entrances to motorways and at one-mile intervals along them. Each consists of a pair of alternately-flashing amber-lens fog lights on a black board at the nearside of the carriageway.

The signals will be switched on individually by the police in bad conditions to warn drivers to slow down to not more than 30 m.p.h.; the Ministry says that when drivers reach the danger area itself they should slow still further—to a crawl if necessary—and then negotiate any hazards at a safe speed. At last week's demonstration The Commercial Motor was told that several of the M4 lights had already been stolen and others tampered with and it has since been revealed that, in all, 16 lamps and a number of batteries had disappeared by the beginning of this week.
