FREE PASSES are being used on Edinburgh buses by people who have found a loophole in the system, it was claimed last week. The passes, worth about E100 each, are issued quite legally but it will take a special decision by Lothian Regional Council to stop the abuse.

Councillor Ian Berry said he had been told of two cases in which disabled people had been issued with the special passes, had since overcome their disability, but had not returned the bus permits. "There appears to be no way of recalling the passes if a person recovers from the disability," he said.
