Which of the following most accurately describes the problem?

:ODUCTION of commercial vehicles in June jumped to 39,623 from the figure of 28,156, the weekly average 1.1t rising from 7.039 to 7,924. The occasion that one month's producexceeded 30,000 was in June, 1958. Then 30,180 vehicles were made, bringing the total for the first half of that year to 166,105. Output during the first six months of 1959 totalled 176,457. The purcbase-tax abolition probably explains the new high figures. Exports in June, which are also tabulated, compare favourably with the total for the same month of 1958, although this was depressed by dock-labour difficulties, but were below the May shipments. Of the June production, 14,657 units were for the overseas market.
