THE contract policy adopted by L Glasgow Corporation was criticized by the Scottish Licensing Authority, Mr. W. F. Quin, at Glasgow last week. He indicated that his office had asked the Corporation for clarification of their arrangements to provide the Authority with adequate background information to aid decisions. It had been pointed out that, unless some improvement in the present arrangements were achieved, the Corporation might well find itself denied adequate transport facilities at some time in the future.

The comment referred to the Glasgow Corporation policy of granting contracts to haulage contractors purely on a price basis without any positive guarantee that all the vehicles would be used. Contractors would then seek licences, using Corporation contracts as evidence. In actual practice the vehicles might be used sparingly—if at all.

This situation obviously led to the granting of licences against unsure work; it gave the Corporation full security and full claim on contractors who had, in return, no security or any real assurance of work.

It resulted in price cutting, as a means for securing contracts, which may be worthless. The situation is regarded ris unsatisfactory from the haulage contractor's viewpoint, however valuable to the Corporation.
