VOSA has now confiscated over 200 vehicles and half have been sold or scrapped. Jennifer Ball reports.

THE VEHICLE AND Operator Services Agency has seized over 200 vehicles since the introduction of impounding in January 2002. The agency says that of these 60 have been returned to leasing companies and 108 have been sold or scrapped. VOSA maintains these figures are high given that impounding is its last resort.

Following appeals 25 were returned to the operator and a further seven were returned as the company had obtained a licence during the 21-day impounding period, As well as being operated illegally the majority of vehicles also had mechanical defects including loose wheel nuts and defective brakes.

Bob Tatchell, VOSA's operations director says:"Impounding is now an effective enforcement tool. removing non-compliant operators. The sanction of impounding has also led loan increase in operators obtaining 0-licences." • VOSA and the Highways Agency (HA) have signed an agreement to work together to improve Britain's roads.

The pair have now set up four groups, made up of representatives of both agencies to work on areas of joint responsibility including: better communication and sharing information, sharing facilities at liA sites, and closer liaison between HAN traffic operations and VOSA's on-road activities.

A spokeswoman for VOSA adds that the agreement isn't legally binding but formalises their working relationship: "For instance the Highways Agency finding UN another site to carry out roadside checks when there are road works and sharing information with them about the volume of traffic and types of vehicles on the road when we do our automatic number plate recognition checks (ANPR)."
