Which of the following most accurately describes the problem?

THE GOVERNMENT will not hesitate to take tougher measures over the amount of lead in petrol, but it has still to be convinced that this will be worth while, Junior Transport Minister Kenneth Clarke said last week.

Speaking to Conservative women in Derby, Mr Clarke said that the maximum permitted lead content in petrol would be reduced from 0.4 grammes per litre to 0.15 grammes per litre by the end of 1985.

He said it might be unwise to go for lead-free petrol at this stage, but if the evidence in favour of it tips further, as the result of current investigation, then the Government will not hesitate to act.
