Which of the following most accurately describes the problem?

A A Bolton truck driver who was praised by police for preventing a pile-up last year has been fined 15,000 for driving with defective brakes. Mark Beddows, who runs skip hire firm TA Wilsons Waste Management in Bolton, pleaded guilty to dangerous driving at Bolton Crown Court on 24 August. He was banned from driving for two years and fined £5,000 with £700 costs.

This case comes 19 months after the incident in which the brakes on Beddows' Bedford failed and he pulled into an outside lane, crashing into the sides of seven cars. At the time poke said his action had prevented a major pile-up—then vehicle examiners found the brakes were faulty.

Beddows says he might appeal against the decision.
