Which of the following most accurately describes the problem?

• Hauliers and truck drivers are being urged to sign a petition in support of what could be a farmer's last-ditch attempt to get permission to open a truckstop on a busy A-road in West Sussex.

John Sadler has collected more than 60 signatures on his petition to open a site on the eastbound carriageway of the A27 near Chichester.

It would have fuel bunkering, a cafe, showers, toilets and space for up to 80 artics to park overnight.

Chichester District Council turned down Sadler's application for planning permission last February saying it would "constitute a harmful intrusion of development into the open countryside".

But Sadler claims there is a need because trucks always park up on a layby next to his land, which is based less than a kilometre (0.5 miles) from Fishbourne.

Sadler plans to submit the petition to a Department of Environment adjudicator at an informal hearing on 20 October. If his application is refused he may not appeal again. He has already spent around £1,000 on drawing up plans for the site.
