The concern shown by many owner-operators concerning their image following the CM article (August 12), "The Good, the Bad and The Uglyis understandable but in their case unjustified. The art 3 clearly stated that -the cowboy"' image did not app to all owner-operators — it is the few who catch the eye who distort the image.

All applicants should be given the opportunity to produce an impeccable record after a substantial probationary period. Substantial in Viis context mea two years at least.

At the same time Licensing Authorities should us their powers to ensure that Section 69 offences are properly punished. Curtailment, suspension or revocation of a margin which is not being used is meaningless. Removal of specified vehicles will remove the argument that established operators bre the law with impunity.
