Which of the following most accurately describes the problem?

• Within a matter of minutes the LA at Glasgow on Monday dealt with a handful of applications and requested in each case that the operator should submit a written agreement from a maintenance firm guaranteeing regular inspections.

Frank Short (Demolition) Ltd, Balmore, was granted two vehicles for three years, with others to be considered at a later date as required. The firm had asked for six vehicles, with three others to be acquired. Asked why three more trucks were sought, Mr Frank Short, managing director, explained that he had contracts in hand and would need the vehicles.

James Smith, Bishopbriggs, who also asked for six vehicles, was granted four with a margin of two for five years. He told the LA he had four trucks on contract to Glasgow Corporation and two others on coal transport.

Mr Charles Kelly, for Glasgow Delivery Service, general carriers, sought three vehicles and one to be acquired. He was granted two, with no margin, for 12 months.
