IPSWICI I OPERATOR'S hid fora licence as refused because of its links with a director if several failed companies. Suspicions were aised by a former customer when the applicaon was published in a local newspaper.

The operator, Springfield Distribution, had :might a licence for four vehicles and four trailrs with a correspondence address at Springeld Lodge. Norwich Road. Ipswich. Camparts had drawn is attention to the possibility of a link with dward Buckland, who had held licences in the ist and had liquidated companies, owing oncy to ('amparts and others.

It was claimed that the correspondence lctress was a property in which Buckland held interest. A copy of a vehicle registration )cument, linking led Buckland to Spring field Lodge. was attached, as was a liquidator's report for TBH (Ipswich).

A licence application completed by Marie Bruen for Ted Buckland Haulage and signed by Buckland had been received but had been withdrawn prior to the Springfield application.

Bruen was the company secretary of Ted Buckland (Haulage). She remained company secretary of TBH (Warehousing) and was company secretary and a director of TBH (Ipswich) from 1 June 2005 until 22 July 2005.

Bruen told the TC that in 2(XX) she was employed by Edward B uck land as a clerk forTBH (Ipswich). She and Buckland began a relationshipsesulting in him buying Springfield I.Aidge.The relationship was not a smooth one, but she continued to work part-time for Buckland's clearing house. She denied her application was a front for Buckland.

Bruen said that if the licence was granted she would lease vehicles and trailers from main dealers. who would he responsible for their maintenance. There was work for vehicles at a rate she considered sufficient cover costs and generate a profit.

Ted Buck land was a "domineering a manipulative individual" she said and she resigned her directorship because of unei over the manner in which the business v being run. She knew that since the revocatior the TBH licence Buckland had had at least c vehicle impounded for unauthorised u However, she was prepared to continue to of her services to Bucklan business because she v well paid.

Refusing the applicatic the TC said that havi heard Bruen's descripti of the pressures she mig encounter from Buckla. there was a high degree risk that he would obta benefit from a licen issued to Springfie Distribution..
