• North Eastern Deputy Licensing Authority Brian Horner has granted Earthstrip (York) permission to triple its fleet, at a Leeds public inquiry. However, he has cut the duration of the company's licence so that it expires next September.

Earthstrip's application, to add six vehicles and one trailer to its existing authorisation of three vehicles and one trailer, was opposed by North Yorkshire County Council. The county was concerned about vehicles entering and leaving the company's operating centre interfering with the flow of traffic on a main road.

However, Earthstrip prop 1111L16,

osed improving the access.

Evidence was given by a traffic examiner that following the company's formation in 1988, it had been convicted of using dump trucks on the road without an 0-Licence, tachographs and excise licences.

Vehicle examiner Roy Kelly said that seven prohibition notices had been imposed on the company's vehicles in a period of two months. Matters had since improved, but he issued a prohibition to an Earthstrip vehicle on 3 September Horner said he was concerned about the number of prohibitions and convictions, bearing in mind how new the company was. He warned that there would be a full fleet inspection by next August.
