Which of the following most accurately describes the problem?

A SIGN of the times in this new container age—hauliers figuring prominently in the affairs of a port. The port is Felixstowe where a Port Users' Association has been formed consisting of representatives from 65 firms regularly using the port. James Petch, Felixstowe manager of Alltransport is the first chairman, and the secretary is Peter Southwell, local manager of international hauliers (and container operators) Wetram (UK) Ltd. George Lomas of Ancliff B.L.T. Ltd., represents international hauliers using the port and Mr. F. H. J. Long of H. G. Taylor Haulage Ltd. is looking after the interests of domestic hauliers. Felixstowe, of course, is top of the container league tables in numbers passing through the port, though there have been rumours recently that Sea-Land may be withdrawing.
