Which of the following most accurately describes the problem?

I was interested to learn last week of developments in high-speed brake testing which are expected to bear fruit next year. The occasion was a celebration by the Buckingham-based test equipment specialists, Leslie Hartridge Ltd., to mark their receipt of the Queen's Award to Industry in recognition of their export achievements. Over the past five years Hartridge has increased its export turnover by 73 per cent, and now over two-thirds of its diesel test equipment is going overseas.

The brake news is that the company will in about 12 months' time launch a new heavyvehicle tester which will permit testing at high speeds as well as low.
