Which of the following most accurately describes the problem?

Illi Special express coach services will he operated by Crosville Motor Services Ltd. between Llandudno and Aberystwyth to carry enthusiasts who wish to visit the TowynAbergynolwyn and the Ffestiniog narrowgauge railways between May and September.

In Manchester on Monday the North Western Traffic Commissioners granted permission for Crosville's existing express service to be diverted from its normal route to affect connections with these trains which are run and maintained by amateurs, in conjunction with Contours Ltd., inclusive tour planners.

Inclusive tours are organized for British people to visit Continental narrow-gauge railways and this was designed to offer a similar facility for foreign visitors to travel on the, Welsh lines, said Mr. D. 0. Diamond for the applicants. The service was guaranteed as far as Crosville was concerned and would only be operated as and when the facility was requested. As 98 per cent of the company's services in this area were unremunerative, any paying venture was welcomed.

Granting the application "with the greatest of pleasure", Mr. C. R. Hodgson, chairman of the Commissioners, said this unusual application was like a breath of fresh air.
