Which of the following most accurately describes the problem?

• London Transport's 36ft standee single-decker buses are in the news again. This time it is the Autofare buses running in Hertfordshire which have created a storm of protest, and St Albans City Council is threatening to take legal action if the new vehicles damage pavements.

St. Albans' warning follows reports by some councillors of buses mounting the pavements when manoeuvring and negotiating bends. The council asked LTB to pay the full cost of alterations to bus shelters and footpaths, but the Board offered to pay only 50 per cent. Now the council is to warn LTB that it will not meet the cost of alterations if any more of the new buses are introduced in the city.

People throughout the county have complained about the new single-deckersnick-named "blunder buses". A passenger poll undertaken by the Liberal Association has revealed that 93 per cent favoured the old type of bus (in many cases 56-seat RI-type double-deckers}. Many passengers have claimed that the new buses are "dangerously driven cattle trucks".

The census showed that 88 per cent wanted more seats, 81 per cent thought the steps too dangerous, and 15 per cent thought that the fares were too high.
