Which of the following most accurately describes the problem?

• Further congestion and waiting time for road transport in London docks would be caused by the proposed closure of the western entrance of the Royal Victoria Dock, complained an MP last week.

Mr. Alan Lee Williams (Labour, Hornchurch) who challenged the closure in a Commons debate, said that it would mean only two entrances could be used by road transport—the King George V Lock or the Lower Gallions Lock.

Describing the effect which the move would have on the lighterage trade, Mr. Williams said that the Port of London Authority should actively discriminate in favour of the Thames because of the ever-increasing congestion on the roads and all the inconvenience and cost it created for the travelling public.

Replying, Mr. Neil Carmichael, Joint Parliamentary Secretary to the Ministry of Transport, welcomed the PLA's decision to postpone the closure for at least a month so as to give time for full consideration of the matter in collaboration with both sides of the industry.
