Which of the following most accurately describes the problem?

• London meat carriers have stated that they cannot be expected to meet dock storage charges, no matter in what circumstances these might arise. With the current uncertainties and erratic flows in the discharging of meat ships at London Docks, it happens from time to time that meat is consigned to dock store for lack of road vehicle outlet.

At a recent meeting of the Smithfield Meat Carriers' Association it was recognized that dock storage charges were incurred more frequently than in the past although at no time had it ever been accepted that such charges were the carriers' liability. When it did arise, said the carriers, it was quite improper to expect them to bear this cost, as the carrier had no control over the chaotic conditions which prevailed in the dock.

The Smithfield Meat Carriers have notified the Imported Meat Trades' Association, and it is understood that the appropriate members of that Association have been circularized with this information.
