Which of the following most accurately describes the problem?

• After "Container commentary" on page 60 had closed for press it was learned that the Southampton dock labour had refused to work the Encounter Bay, due to arrive there at the weekend on the return container journey from Australia operated by OCL. The non-availability of Tilbury following a labour dispute had led OCL to try to use another British port: when the latest news about Southampton was made known it was too late for OCL to switch to Rotterdam, from which the vessel had to depart on its outward journey, and it will therefore be handled at Antwerp. Arrival is scheduled for May 11; discharging will commence the following morning.
