III Surprisingly, any heavy goods vehicle can be specified on an Operator's Licence. There is no provision in the regulations governing operator licensing to prevent foreign-registered vehicles being specified on an 0-licence.

The fact that you have specified a vehicle on an 0-licence does not, however, mean it can automatically be used without payment of VED. Operator licensing has nothing to do with VED.

There is absolutely no point in specifying a foreignregistered vehicle on your 0-licence. You can use the foreign-registered vehicle without payment of VED only if you satisfy the strict conditions of the order. By definition, if the vehicle is specified on an 0-licence, it is being used by a person resident in the UK. So every time the vehicle is used in this country you will fall at the first hurdle.

Many operators who have tried to register foreignregistered vehicles have received letters from TGs pointing out that they are liable to pay VED if they use the vehicle in the UK—so beware.
