Which of the following most accurately describes the problem?

• Leicestershire police are trying out a speed trap designed to embarrass speeding drivers into slowing down by flashing their registration number and speed onto overhead gantries.

The Speed Violation Detection Deterrent (SVDD) will be in action for the next six months at Junction 21 of the M1 in Leicestershire. It is being used to slow traffic to 50mph on the northbound carriageway because of roadworks for the new link with the Leicester Western bypass (A46).

Speed is said to be a factor in 30% of motorway accidents—in a recent safety campaign at the same spot, 717 motorists were prosecuted for speeding through the roadworks in two weeks.

As well as being displayed, details of speeding offences will be transmitted via cable link to the police, but at this stage they will not be used in prosecutions.
