Which of the following most accurately describes the problem?

The "Windsor Cordon" places an unladen weight limit of five tons on commercial vehicles using all roads to London except the A308/A355 from the north.

Coach operators were worried that if the limit had been applied to psvs the most picturesque routes to the town would have been denied to passengers. All coaches will however be exempted for the restrictions which are designed only to curb through freight traffic.

Coach parking facilities have also continued to cause concern to operators regularly visiting Windsor. The coach park is at present on a badly surfaced former railway goods yard. Over 200 coaches a day use the park in summer and its condition can cause severe discomfort to passengers.

Despite representation by coach operators' organisations including the Coach and Independent Bus Sector of the Confederation of British Road Passenger Transport (CII no improvement has be made.

One problem is that 1 coach park is only let to controlling company or short lease and this does justify the company invest on improvements.
