Which of the following most accurately describes the problem?

Fully automatic correct-rate charging is one of the claims made for the Westinghouse Westronic charge controller.

Other main features include a charge-state memory which in the event of a mains interruption ensures that on restoration of supply the charge is resumed at the correct rate; a charge veto which automatically ensures that no heavy current is impressed into a charged battery: and an illuminated charge indicator showing whether the charger is in bulk, gassing or equalizing state.

The controller is claimed to be adaptable to many chargers already in service.
