Whilst recognizing that it was a very serious matter for people to be driving uninsured vehicles, Lord Goddard said that under the original Act the justices had power to disqualify only in respect of a particular class of vehicle. This provision had now gone. But a professional bus or lorry driver might do something silly when driving, privately, some other class of vehicle, and so be convicted.

"He might be a thoroughly good bus driver but do something silly on his motorcycle and be thrown on the streets. This is one reason why I think there should be discretion in these matters," he said.
