Which of the following most accurately describes the problem?

BECAUSE of protests by coach operators and intervention by Members of Parliament, the French Ministry of Transport has relaxed its ban (reported in "The Commercial Motor" on May 12) on long-distance coach trips. The concessions given are, however, regarded as inadequate.

Generally, the transport of pilgrims to Rome is not affected. Tours already announced can be run, and permission will be given for trips to be operated for groups of schoolchildren, boy scouts and others. There are no restrictions on foreign coaches.
