Which of the following most accurately describes the problem?

• Plans by Eastern Counties Omnibus Co Ltd in Norwich to reshape services with a service round the ring road, are not being opposed by Norwich Corporation. A decision by the city fire service and licensing committee to approve the new set up now raises the possibility of cheaper fares since the company promised that if the cost of an inquiry into objections could be avoided, fares would be cut.

Mr W. H. Jelpke, the company's traffic manager, said that about half the 2p fares would be dropped to lp, and most 3p and 4p fares would go down by lp. He said that rapidly escalating fares during the last 18 months had been caused by a decline in traffic over and above operating costs. The company had got caught in a vicious circle which would continue.

Earlier this month the public were able to see for themselves the bus company's proposals for changes in bus routes at an exhibition in Norwich City Hall. The exhibition had produced 200 letters of criticism of the proposals.

Of the 200 letters, 40 of them concerned the company's plan to withdraw a service along Colney Lane on the city outskirts. Mr Jelpke said the company was prepared to divert a proportion of the buses along this route to meet these objections.
