being operated without authority. Windsor-based Stephen Bond had his Operator's Licence revoked after 30 years of operation with effect from October 2001. Traffic examiner Peter Cohen said that a laden tipper was stopped in a roadside check in October this year, and was displaying an 0-licence identity disc in the name of Stephen Bond with an expiry date of 31 January 2002. The disc was seized in the check at Denham, Buckinghamshire, and the vehicle escorted to its delivery point by the police.

Enquiries confirmed the revocation of Bond's licence, that the vehicle was not specified on any other 0-licence and that Bond did not have a licence application pending.

Bond said that following the revocation, he had retained just one vehicle for use on local deliveries to his own sites where he worked as a drainage contractor. He believed that was exempt from 0licensing, pointing to the exemption he was able to claim from the tachograph regulations. Ho did not remember being told during the Public Inquiry that the revocation of his licence meant he could no longer operate vehicles for hire or reward.

Bond was unable to account for the presence of the 0licence identity disc in the windscreen but suggested that It might have been a duplicate, maintaining that he had sent all his 0-licence discs to the Traffic Area Office after his licence was ',evoked.

Senior traffic examiner Simon Phillips said the suggestion that the disc might have been a duplicate was not borne out by an examination of the disc. Bond, as the CPC holder for a long-established haulage business, would have been aware of the requirement to have a restricted licence to carry his own goods. Refusing to return the vehicle, the TO said he was satisfied that the vehicle was being used without authority. The absence of a disqualification order meant Bond could have made a fresh licence application at any time.
