Which of the following most accurately describes the problem?

A ROAD transport agreement allowing a UK haulier to carry goods through Portugal, or to enter Portugal with an empty vehicle to carry goods, excluding cabotage, comes into effect on Sunday.

Under the agreement, passenger vehicle operators will be exempt from Portuguese vehicle tax, and goods vehicle operators may claim a 50 per cent exemption. Both will continue to pay the fuel compensation tax levied by Portugal on diesel engined vehicles.

For goods vehicles, the operators concerned may be engaged in hire and reward or own-account operation.

Movements covered are between the UK and Portugal, In transit through Portugal and between Portugal and any third country. In the last movement, the vehicle must pass In transit through the territory in which it is registered.

Hauliers sending vehicles to Portugal will need to obtain a permit from the International Road Freight Office, 36-42 Low Friar. Street, Newcastle-uponTyne.
