• A Newport operator told the South Wales Licensing Authority, Mr. R. R. Jackson, at a sitting in Cardiff on Tuesday that the British Steel Corporation was selling coke to contractors at one steel works and buying it back from them at another.

Mr. Joseph John Buttigeig, of Newport, was applying to add four vehicles to an existing B licence to carry solid fuel for W. E. Dowds Ltd., and scrap metal for W. H. John Ltd.

Mr. Buttigeig said the vehicles were four of nine he had on C-Licence hire to Dowds, for whom he also acted as transport manager.

Mr. Dowds no longer wished to have the responsibility of the vehicles. He did not include all nine in the application because he thought "by doing it a few at a time it would not cause the uproar it seems to have done".

Cross-examined by Mr. Rosser John, for four objecting operators, Mr. Buttigeig said the vehicles had been carrying coke belonging to Mr. Dowds from Newport, Llanwern and Ebbw Vale.

"The steel company sells coke to him in Llanwern and buys it back from him in Ebbw Vale," he said. "This is done because they cannot get transport to take it from Llanwern to Ebbw Vale." The hearing was adjourned to a future date in order that Mr. Dowds may give evidence.
