Which of the following most accurately describes the problem?

WHILST some £260m. has been invested in industrial development in South Wales since the war, practically nothing has been spent on the road system, including the long-overdue Severn Bridge, so vital to the area. This observation is made by the British Road Federation, commenting upon a report on Government action in Wales and Monmouthshire in the year ended June 30, 1952.

This report, states the B.R.F., disclosed not only a disquieting lack of action to improve communications serving South Wales, but also a complete lack of appreciation by the Government of the urgency of the problem. "It can only be assumed that the Government, having encouraged industrial development in South Wales, is not prepared to discharge its obligations by providing vital roads," it says.
