Which of the following most accurately describes the problem?

• Basingstoke-based Brooker Transport has been granted a fresh licence by Western LA Air Vice-Marshall Ronald Ashford with an increase in vehicle authorisation.

The firm's previous international licence for seven vehicles and seven trailers had been revoked by the LA following an investigation that had revealed that cheques in payment of vehicle excise duty had been dishonoured_ The revocation, and consideration of the firm's renewal application, were delayed until an appeal by the Transport Tribunal had been dealt with. The Tribunal dismissed the appeal but delayed the implementation of its decision until the end of January to give the firm another chance to put all the relevant material before the LA with a view to satisfying him that it was in fact of appropriate financial standing (CM 19-25 January).

This the firm has now done, satisfying the LA that the cheques had been dishonoured due to an error by its bankers, As a consequence the LA has renewed the licence, and at the same time increased the authorisation to eight vehicles and eight trailers.
