Which of the following most accurately describes the problem?

THE question of appeals against decisions made by the Traffic Commissioners has been one of the most debatable points in the working of the new licensing system, and many objections have been raised to the Minister of Transport being the final arbiter on matters which had already been adjudged by officials so closely connected with the Ministry.

Mr. Pybus has already received a considerable number of appeals against decisions of the Metropolitan Commissioners on applications for road service licences, with reference more particularly to the restriction of services, the limitation of stopping places and the exclusion of motor coaches from the central area of London, and it Is fully apparent that other appeals will be lodged so soon as the final decision of the Commissioner on other applications has been given.

In view of the special circumstances obtaining in this Area and the important questions of principle which are involved, the Minister has appointed a special Committee of Inquiry comprising the Rt. Hon. Lord Amulree, G.B.E., as chairman, Sir Hardman Lever, Bart., K.C.B., and Sir Henry Maybury, G.B.E., K.C.M.G., C.B.

A sufficient number of the appeals to enable a comprehensive view to be taken of the position will be referred to this committee, the function of which will be to Investigate the questions that arise, to hear the representations of the parties concerned, and to report these to the Minister, together with the recommendations of the committee.

This is an important step in the right direction and is a further proof of the better treatment which is likely to be accorded to operators of road passenger transport.
