Which of the following most accurately describes the problem?

DESPITE strong objections by Pickfords Heavy Haulage Service, British Railways and Contractors (Transport). Ltd:, the North Western Licensing Authority last week granted an A licence to A. and T. Keogh, Ltd., Wilmslow, to operate a 15-ton lowloader.

It was stated that Contractors (Transport), Ltd., had acquired eight lowloaders from Pickfords early this year, and had spent £20,000 on bringing them up to date. On an average they were used for 85 per cent. of full time.

Mr. J. A. Dunkerley, for the applicants, said that his clients already owned a 25-ton low-loader. Receipts had risen by over £2,0130 since 1953. Three old customers, including Craven Bros. (Manchester), Ltd., manufacturers of machine tools, stated that their business was expanding and additional special transport was required.
